🕰️ Origins & Early Development (1996–2003)

BETAR was established in 1996 during Russia’s post‑Soviet industrial restructuring, with a mission to produce reliable, affordable metering devices for domestic utilities.

1997–2003 — Expansion & Certification

Development of DN20 household meters and variants.

Certification to GOST R ISO 9000‑2001.

Launch of industrial water meters (DN25–40).

Its first products — the SHV‑15 (cold water) and SGV‑15 (hot water) — quickly became the standard household meters across Russia. By the early 2000s, BETAR expanded into DN20–40 meters and secured GOST R certification, establishing itself as a national leader in metrological reliability.


Industrial Expansion & Diversification (2004–2015)

During the 2000s, BETAR broadened its portfolio beyond water meters:

- Gas meters (SGBM series)

- Electricity meters (ESO series)

- Heat meters for apartment and building systems

- Pressure regulators, taps, and metering accessories


The company adopted ISO 9001 and ISO 14001 standards and invested heavily in automated production lines, enabling mass‑scale manufacturing for Russia and neighbouring markets.


Smart Metering & Digital Integration (2016–Present)

BETAR became a pioneer in anti‑magnetic protection, collaborating with Moscow State University to develop tamper‑resistant designs.


Recent innovations include:

LoRaWAN™ wireless smart water meters

RS‑485 and pulse‑output electronic meters

Integrated AMR/Smart‑House systems

Industrial telemetry meters (SVMT series)


By 2024, BETAR had produced over 80 million meters, making it one of the world’s highest‑volume metering manufacturers.

🧩 Significance in Metering History

BETAR represents a rare example of a vertically integrated metering manufacturer producing all four major utility meters — water, gas, electricity, and heat — at national scale. Its meters are ubiquitous across Russia, forming the backbone of domestic utility measurement for over 25 years. The Museum is yet to acquire a meter.
