Yugoslavia developed a complete domestic ecosystem for water‑meter production under the sector Industrija Preciznih Uređaja. IPU Beograd produced residential brass meters used across Serbia and Bosnia. Jugometar Zagreb specialised in large Woltmann industrial meters for factories and municipal mains. Precizna Mehanika Ljubljana supplied precision impellers and register mechanisms, ensuring technical reliability. Metalac Gornji Milanovac provided the cast housings and valve bodies that formed the physical structure of most Yugoslav meters. Together, these factories created a unified metering system that served millions of households and industries, representing a significant achievement in mid‑20th‑century Yugoslav engineering. 1. Preciznih Vredaja (correct modern spelling: Preciznih Uređaja) was a sector classification, not a brand. In Yugoslav industrial registries, it referred to factories producing:

- Water meters

- Flow‑measurement devices

- Pressure gauges

- Industrial sensors

- Precision mechanical assemblies


The sector included several factories across Serbia, Croatia, Slovenia, each contributing to Yugoslavia’s metrological infrastructure. IPU Belgrade, Jugometar Zagreb, Precizna Mehanika Ljubljana, and Metalac Gornji Milanovac.

i). Industrija Komunalnih Oprema i Merača (IKOM) — Belgrade

Produced domestic brass water meters (DN15–DN20)

IKOM stands for Industrija Komunalnih Oprema i Merača (Industry of Communal Equipment and Meters), based in Belgrade, Serbia.

It operated from roughly the late 1960s through the 1980s, producing mechanical water meters, gas regulators, and municipal fittings under the broader Industrija Preciznih Uređaja (IPU) umbrella.


ii). Jugometar — Zagreb

Produced industrial Woltmann meters

Made flow‑measurement assemblies for factories

Exported to Slovenia and Bosnia


iii). Precizna Mehanika — Ljubljana

Specialized in precision machining

Produced meter impellers, register assemblies, and valve components


iv). Metalac — Gornji Milanovac

Produced meter housings, valve bodies, brass castings

Supplied parts to IPU and Jugometar

These factories collectively formed the Yugoslav precision‑instrument ecosystem.

Yugoslav Water‑Meter History (1918–1990s) - From imported German meters to a unified socialist precision‑instrument sector

⭐ 1. The Early Era (1918–1945)

Kingdom of Yugoslavia — Imported metering technology

Before WWII, Yugoslavia did not manufacture water meters domestically. Municipal waterworks relied on German and Austrian imports.

Municipal workshops performed repairs and calibration, but no domestic production existed.


⭐ 2. Socialist Industrialization (1945–1960)

The birth of Yugoslav precision‑instrument manufacturing

After WWII, the new socialist government reorganized industry under the Federal Secretariat for Industry.

This led to the creation of the Preciznih Uređaja (Precision Instruments) sector — the foundation of Yugoslav metrology.


⭐ 3. Domestic Water‑Meter Production Begins (1960–1970)

Yugoslavia becomes self‑sufficient and by the early 1960s, Yugoslavia produced its first domestic single‑jet water meters, modeled on Hungarian MOM and East‑German Hydrometer designs.


⭐ 4. Expansion & Standardization (1970–1990)

Multi‑jet meters and industrial Woltmann units

During the 1970s, Yugoslavia modernized its metering technology with Calibration labs built in Belgrade, Zagreb, and Ljubljana. Export of meters to Bosnia, Macedonia, and Montenegro.

The sector reached full maturity, producing hundreds of thousands of meters annually.

A unique Yugoslav model

Unlike Western Europe, Yugoslavia maintained municipal calibration workshops that worked directly with factories.


⭐ 6. Decline & Dissolution (1990s)

Breakup of Yugoslavia & market transition

After 1991, Yugoslav metering collapsed due to Loss of unified industrial planning, Influx of Western meters, Closure or privatization of IPU, Jugometar, and Ljubljana workshops. Municipal fragmentation

By the late 1990s, domestic water‑meter production had nearly disappeared.
