The Leningrad Waterworks Instrument Plant (Lenvodopribor) was a Soviet manufacturer of water meters, waterworks equipment, and municipal utility hardware established in 1946 through the reorganization of the repair-mechanical facilities of Leningrad's Main Waterworks Station. Descended from workshops founded in 1934 within the city water-supply system, the enterprise became a key supplier of waterworks instruments, valves, fittings, and Meinecke-pattern water meters used throughout the Soviet municipal infrastructure network. Operating under the administration of Leningrad Vodokanal, the factory embodied the Soviet approach to utility engineering in which manufacturing, maintenance, and operation of water-supply systems were closely integrated. Following administrative reorganizations after the collapse of the Soviet Union, the enterprise continued as the St. Petersburg plant "Vodopribor" within the Vodokanal structure. Surviving meters bearing the Lenvodopribor name constitute important artifacts documenting the history of water metering and municipal engineering in the Soviet Union.

Foundation and Origins

The plant's roots go back to 1934, when a repair-mechanical plant was established on the basis of the repair workshops of the Main Waterworks Station of Leningrad. In 1939 this facility came under the authority of the Lenvodoprovod Trust of the city's Vodokanal administration.

In 1946, following reorganization of that repair-mechanical facility, the Leningrad Waterworks Instrument Plant (Lenvodopribor) was formally established.


Founder

Unlike a nineteenth-century private manufacturer, the plant was not founded by a single inventor or entrepreneur.

It was created as a municipal and state industrial enterprise within the Leningrad waterworks system (Vodokanal). 🏭 Early Production

The factory manufactured and machined:

- cast-iron waterworks equipment,

- bronze waterworks fittings,

- filtration regulators,

- pipeline valves,

- network armatures,

- tools for water and sewer works,

- Meinecke-system water meters (Π²ΠΎΠ΄ΠΎΠΌΠ΅Ρ€Ρ‹ систСмы МСйнСкС).


The reference to Meinecke meters is especially significant because it confirms that the plant was engaged in water-meter production, repair, or assembly rather than merely maintaining infrastructure.


Post-War Growth

During the reconstruction period after World War II, Lenvodopribor expanded production for Soviet municipal infrastructure. In 1946, during the reorganization of the Repair and Mechanical Plant, which was created in 1934 on the basis of the repair and mechanical workshops of the Main Water Treatment Plant, the Leningrad Plant of Water Supply Devices (Lenvodopribor) was formed. Since 1939, the Repair and Mechanical Plant has been under the jurisdiction of the Lenvodoprovod Trust of the Vodokanal Department.


Reorganization and Diversification

In 1959 the plant was merged with the Lift Equipment Factory (Π›ΠΈΡ„Ρ‚ΠΎΠΎΠ±ΠΎΡ€ΡƒΠ΄ΠΎΠ²Π°Π½ΠΈΠ΅) of the Lenzhilstroy Trust.

By 1966 the elevator-production activities were transferred elsewhere, allowing Lenvodopribor to concentrate more heavily on its waterworks-related activities.


Late Soviet Period

In 1989, the factory became part of the newly created territorial production association Lenvodokanal, while continuing to operate as a separate enterprise.

The plant not only manufactured utility equipment but also produced various consumer goods, a common practice in Soviet industry.


Transition After the Soviet Union

Following the dissolution of the USSR:

In 1993, Lenvodopribor was renamed St. Petersburg Plant "Vodopribor" and became a branch of Vodokanal St. Petersburg.

In 1995, it was reorganized into a production department within the Vodokanal structure.

This demonstrates a continuous institutional lineage from the original factory to the modern St. Petersburg waterworks organization.


Significance in Water-Meter History

The factory is particularly important because it represents the Soviet model of water-meter production.

Unlike private Western firms such as Kent, Meinecke, or Schlumberger, Lenvodopribor functioned as part of a state-managed public utility system.
